Rooster biting necks of hens😩

I have an 11-week old Easter egger rooster that keeps showing aggression towards the ladies. Some are 5 weeks older then him, others he hatched along with. He will bite and hold onto their necks. Why is he doing this? I am trying to re-home him but not having much luck (he is the 2nd rooster in my small flock).
 
Is he trying to mount them, or is he just biting them? Is he smaller than the hens? He might just be trying to stay stable as he tries to mount them, I don't know.
 
Yeah. People make Hen Saddles to keep the roo's talons from digging into the hens' backs, so maybe they make a neck protector, or something like that. The Internet is good for things like this.

I don’t think so....
He's trying to mate whether or not the pullets are willing. If he's constantly harassing them you may want to separate him.
Ok, I just thought it was weird that he is going after their necks and nowhere near being on top of them...and he doesn’t let go 😫
