Rooster can't crow

Does anyone have ideas on why a 20 week old RIR rooster who used to crow - but not very well - would now be unable to crow? No signs of illness of any kind, eyes, wattles, comb, legs all look good, breathing seems fine, still eating and active, just can't crow

He's still young, usually when they first start they sound like scared old women, he should grow into it.
