Rooster can't stand or walk

I hope the B-Complex pill works!

If you do lose him, place him in the refrigerator and call on Monday for further instructions.
It is Columbus Day, therefore, I do not know if the BoDS&D will be open.

Since your in Idaho, here is the information for your state lab.

:) OP is in PA so here's a link to one of their labs https://vbs.psu.edu/adl

What is the feed - give us a link to the feed so we can see the analysis.

I would lean very hard toward him having Marek's, but hard to know unless you lose him and get a necropsy through your state lab.

You can try supportive care of giving 1/4 tablet B-Complex once a day to see if there's any improvement. https://www.backyardchickens.com/articles/the-great-big-giant-mareks-disease-faq.66077/

I would try the vitamin therapy to see if that helps.
Is his poop normal looking?
There's no possibility that he got into anything toxic (weed killer, fertilizer, motor oil, etc.) or he ate moldy feed/food.
I don't think there is any way he got into anything toxic. He stays in his enclosed pen at all times. He gets fresh food and water daily and we don't use any kind of weed killer or fertilizer.
