I have two Silkie roosters that have been crowing early in the morning. I am worried that we are going to get complaints or have to give all of my chickens away.We don't want to kill them.

Welcome!
Have you considered a "no crow" collar? http://nocrowroostercollars.com/#

I have considered a no-crow collar, but I am not sure if they work.

Can you call your town hall and ask about noise ordinance laws and if you are allowed to own them in your area?

I know we are allowed to have them, but I am not sure about the noise ordinance laws.

Well,I know our noise ordinance is ineffect from 11pm-7am but being a farm community, farm animals would not be included in this. I know dogs are,but there are still some leniencies as to warnings and actual length of time of noise. I would just call to be safe.

If they are in coops and pretty muffled when they crow, your neighbors may not even hear them. They may not be really bothered,or if you're really worried, bring them inside at night.
