Rooster Damage

I have a 1 year old chocolate Silver Laced Rooster With about 1” spurs. He’s friendly. I think he runs when he senses danger instead of protecting his flock. Found him under the coop with the rest of the hens while a hawk devoured my english lavender. He‘s amorous with 6 favorite hens out of 21 And they are getting bare backs. Feathers are broken and fly off of the hens when he’s done. I’ve gone without a rooster before only to have a dominant hen mount other hens with hens ending up with their all their head feathers plucked off. I moved him this morning to the coop next to the hens; fencing allows them to still see each other. Not sure if this guy is a keeper. Thoughts please.

Why not remove the over mated hens to a separate pen and allow him to spread his lovin' around with the others?
