Rooster fighting and not mating

I have a 9 month old Ameraucana rooster. He is crowing, and seem pretty healthy. However, when I put a hen in his pen he will fight her even though she is in her submissive position (stooping). I need help. I never had a rooster behave this way before. Only the rooster and the hen in the pen.
 
Could be because he's inexperienced or maybe not sexually mature enough. Are your hens laying? I've noticed a severe drop in rooster breeding when it's cold and when the hens stop laying.

I specifically chose these two hen because they are actively laying. I’ll leave those three in the pen. As long as they won’t kill each other I think they’ll be ok for a while. Of course I will continue to monitor their behaviors

They'll probably be ok. Out of curiosity, was this rooster isolated or been with other chickens? I ask because it could be a social problem. I had a rooster with a social problem. He was a mean jerk but once I took him out of a flock of just roosters he calmed down fast.

He was first in the coop with all the hens for about two months. I pulled him out about two weeks ago transferred him to his own pen alone. Today I dropped the first hen. He fought her. After a few hours a dropped the second hen. Now he’s acting all spooked out. Idk

He'll be ok... just keep an eye on them. Give it some time he most likely will do his job.:)
