He can't walk at all?
This is what I would do: Soak the foot once or twice a day in either epsom salts, or chlorhexidine (hibiclens), clean it up well, remove any dead tissue and any visible pus. Apply plain neosporin, or plain triple antibiotic ointment to keep it covered. I would keep him on puppy pads or clean towels to help keep it clean (crate him). If it were me I would also probably do a round of antibiotics since it's so swollen, but how it looks after soaking and cleaning would make a difference. I would try not to bandage it unless it's absolutely necessary, but it does need to stay clean. If you choose to go with an antibiotic, since this is in the toe and the bone could be involved I would use either clindamycin or SMZ-TMP. Both of those can be purchased online as Fish antibiotics. When I had a bad case of bumblefoot that I suspected might have reached the bone I used both. They both would be given orally.

Thank you, my husband built an individual coop area, so we’re gonna keep him in there by himself. If it were mites, wouldn’t the other leg have it and all my other hens?His toe looks very swollen. I would do what @coach723 said and soak his toe with epsom salt.
