The temp at night does drop around 15 degrees, however I bought the meter anyways as you do bring up a good point but my other chickens do not have any signs of frostbite, only this rooster and another golden comet rooster, all hens are fine with no frostbiteYou didn't bring up the black on the fringes of his comb. That looks like frostbite. If that's what it is, he shouldn't be getting frostbitten at those temps unless your humidity in the coop is really high.
You may want to get a hygrometer and check the humidity in there. If it's higher than 70% inside, and lower than that outside, I'd try put in some more ventilation. If it's higher than that outside, then you'll need to make other changes like no open water in the coop or use nipple buckets.
