He looks hot, however, game birds hold their wings like that, so if he has game bird of any kind in him then he may always hold his wings like that.

He is 100% blue cuckoo marans (doesnt have the right coloring for breeding so I got him for free from a good friend.) I don't know for sure if that's what his breed is but I do trust her. I have seen him with his wings folded down so he doesn't always do this.

My Maran acted a lot like a game bird, so it might just be part of his personality.
