Rooster in nestbox and making weird noises, is it normal?

The rooster is laying in the nest box, he makes weird loud noises. Is this normal?, the other concern I have is that the chickens have stop laying, please advise

Sounds like he is encouring the hens to get in there and create him some offspring.
Need more info. about your hens not laying to form a conclusion. What are you feeding them? How much light are they getting a day (natural or artificial), probably most importantly are they free ranging at all or being allowed access to places where they could be hiding their eggs from you?
 
Our rooster do that.

It's like he is telling them where to lay, or look what I found.

Not sure why they quit laying though.
 
they have a corral and their coop is inside it, I looked everywhere cuz I thought maybe they are laying in the ground but there is nothing

I feed them egg layer crumble and cracked corn 80/20 and they get plenty light and shade if they want to.
