That bird is male, but neither parent was a cuckoo Marans. A cuckoo Marans as either parent would have a cuckoo/barred male offspring. He could have had a different color Marans parent, just not cuckoo.
I might have got the Maran that she said wrong then, but she was sure the mother was a Maran. Can I ask what you mean by cuckoo/barred male offspring, sorry if its a stupid question still learning a lot.
 
No, sorry, I should've typed it out. OE here I meant Olive Egger, as opposed to Easter Egger. You get them by crossing blue egg gene carriers with those that lay dark brown eggs (Marans and Welsummers). I don't think it happens every time but I have one and am anxious to see what color eggs she gives me. She has the pea comb like her Daddy but looks like her BCM momma otherwise.
Eta:bcm = Black Copper Marans. Sorry...habit from being on here!

Cuckoo/barred is a feather pattern with alternating black and white horizontal pattern on the feathers.

A pure bred cuckoo Marans rooster would pass the cuckoo gene onto each of his offspring, regardless of gender. So, a cuckoo Marans bred to a solid colored hen (except white) will have cuckoo chicks. Cuckoo is the same as barring for purposes of this post, and it's the white bars on the feathers, making cuckoo Marans and barred Rocks look striped.

A pure bred cuckoo Marans hen, on the other hand, will only give a cuckoo gene to her male offspring, not her female chicks. So, since that chick is clearly male, if he had a cuckoo Marans momma, he'd be cuckoo or barred, with the white stripes.

I can easily see Marans in your bird, they come in blue and black so that could be a possibility. Agree it could be an Olive egger, a Marans/Ameraucana or Easter egger cross, but since he's a rooster it's kind of a moot point
