Rooster keeps escaping

They're still young... once they finish fully growing up, 3.5 ft isn't going to be a deterrent. I have outside roost bars in my run that are at probably 4 to 4.5 ft. My big girls can't get up there, but most of the other ones can, and they often go up there, if nothing else, to get away from the big girls sometimes.
 
It probably just started because his hormone flow is kicking in big time.
Taller fence and block off top of coop, and anything else, that gives him a leg up.
