How many hens are with him? How old is he? I agree that you should separate the injured hen until she is completely healed. If he is doing damage to hens that are fine before, you need more hens or a better rooster.

He's as old as them - they were bought at the same time and age. He has 15 hens including the sick one.How many hens are with him? How old is he? How old are they collectively? You had said 1.5 years? He's as old as them - they were bought at the same time and age. He has 15 hens including the sick one.
Orginally there were 24 hens + the roo. 3 old hens which 2 of them were constantly attacked (he'd just jumped on her and stardes scratching her like he was looking for worms in the ground, and pecked at her), and mated (the second one). But there was a disease when some of hens died +old ones died too. I remember that he always kept mating the limping one and attacking the second limping one. Now he's mating that one. So it doesn't very matter how many hens are there - the healthy ones run away from him. He kept mating the sick ones even when the "grassy" run was available. Now we are letting the grass regrow (winter). How old are they collectively? You had said 1.5 years?
How much space do they have? If the rooster is an issue for all of the hens, I'd try to add some more so that he can spread around his 'love'.
Yeah he is. But there is no one who would want him, nor i want to cull him.Are you sure you can't rehome him or cull him? It sounds like he's the problem.
I like your thinking, if you have to keep him then it sounds like a good option. Or permantly keep rooster separate if he is still a problem.I'll try isolating him in the second run next to the main run and letting him to hens for some time (an hour-two) and isolate the sick hen, so both of them aren't lonely.
