Some take time to start finding their voice. We had one who found his voice at 3 weeks and others at 20 weeks, I know generally speaking many do around 8. He may just not be ready (unless you end up with an egg lol)

Eta have any top photos that focus on tail? We've had girls redden up as they get ready to lay but had huge comb/wattles few weeks prior : )

When did you get him? He looks like a Cornish Cross, if you estimate his age at 16 weeks perhaps he is much younger than 16 weeks and he just looks like it to you?
ETA: most 16 week old cockerels have at least a few pointy hackle and saddle feathers.

I’m not 100 percent that he’s a rooster but I’ve been thinking he is bc he has huge feet and was the biggest out of my other 5 chickens

Looks like a rooster. He is more then six weeks old for that big comb. Most likely a rooster but need more pictures of his tail.

I agree, this doesn't look like a 16 week old bird. Looks like a Cornish cross to me too. If I had to guess, I'd say 8 weeks, but definitely not 16.

Side note, no LF cockerel of mine has crowed at 4 months. 6 months is when most of mine crow
