Do you mean he can't roost?
Get some photos of him standing by himself and the bottoms of his feet, poop too.

If your feed is 30% protein, then I wouldn't necessarily cut out the rice/grain.
Feed him like you do your other roosters.

his feet look fine I thought he was just so weak he couldn't also I just weighed him while he didn't eat and he weighed a whopping 3.4 he didn't stay still so in-between 3.4-.5

I don't see anything wrong with his feet. If he's not perching, possibly whomever you got him from didn't provide a perch for him and he's just not used to it?

I doubt it since I've had him for well over 2 weeks I just noticed he had an empty crop and still has an empty crop today

Me either I suppose that's probably it since I tried to make him perch and he just fell as if he was dead

after I weighed him I took a picture he does look beefier

I think he looks good!

Check his crop at dusk when he's going to go to sleep, see if his crop has food in it.
He's got to be eating, if not, he wouldn't be doing so well.
