Rooster or Hen?? And What Breed?

I am new at raising chickens and have no clue if this is a Rooster or a Hen. The other chicks we got 16 weeks ago are easily defined. The other 2 Roosters are crowing (+ have been crowing for the last 3-4 weeks.) and jumping on the Hens. This bird is not crowing or jumping on the Hens and is trying to avoid the other Roosters. Can anyone tell me what they believe the sex of this bird may be or how I can tell? I wasn't sure if Hens could even be this colorful.

And any ideal what breed it is?

That's a big part of it right there. Hens are as a rule drab colored, to blend in better. Roosters are flashy, to draw attention.
Also, can you see the longer, pointier feathers on the neck and in front of the tail? Look on your other roosters, they'll have them also. Your hens won't have these. Roosters will also have thicker legs and larger, redder combs earlier than hens do. This bird looks like he's either a mixed breed or an easter egger.
 
I agree. He looks to be a rooster. Maybe an Easter Egger? Rhode Island Red x Easter Egger Mix? I'm not too sure. But he sure is stunning!
 
The fact that you have 2 other roosters would also explain this guy's behavior. He's obviously the least dominant and was trying to keep a low profile around the other boys. On his own, he would more likely be acting just as "roosterey" as the others.
