Rooster or Hen?

I've noticed one of my chickens tails looks a little different then the rest? Almost like her tail Feathers are always fanned out? I'm starting to think she might be a rooster they will be 19 weeks on Monday.

Another picture of my leghorns.. the 1st one is the one that always has her tail "fanned" out.. the other 3 look like the 2nd chicken... Maybe the 1st one is just always on red alert
