Depending on age I'm gonna say cockerel. I have 4 Buff orpington pullets that are 13 weeks and their combs and wattles are still pale.

Going based soley on the comb, I think it's a cockerel. Orpingtons both male and female can get fairly large combs, so it's not a 100% answer since we don't know the age. If you could get a good picture just like that one from the top and sides of the bird, it might give some more clues.

With the red comb and wattles and how thick the legs are it is a rooster
