Rooster or hen?

It's not uncommon for a 4 month old to not crow yet. it might take another month but I'd guess it could be any day now before you hear the terrible sound of a rooster learning to crow. I have had the same problem with getting a surprise rooster and I also live in the city. They are really hard to re-home if you don't want them to be eaten, and they are very easy to re-home if you don't mind them being eaten.

If you have a spare garage or basement you might want to keep him there in a dog crate or suitable cage to cut down on noise because I think it's a matter of time before he starts crowing, and given your nasty neighbor situation I'd try to avoid any more confrontation. Or, if you don't mind the neighbor issues escalating you can wait and see what happens. What a bummer that your neighbor is such a grouch.

If you don't mind him getting eaten, you can post on craigslist or similar, someone will take him. If you want to rehome him, you might get lucky posting on CL and carefully checking the background of anyone interested; try calling feedstores to see if they know any farmers looking for a roo; and/or ask everyone you know if they know anyone who lives in the country looking for a roo. I did that, and as it happened one of my city friends said they had a friend on a farm and it turned out they were looking for a rooster so I lucked out and my boy Spike found a good home. Who knows maybe you can find someone here to take him.

The farm I get my chickens from is fine taking him back...however, I will check in with a friend of mine who also keeps chickens...I know the farm culls each year...
