It almost looks like a Partridge Wyandotte with the wrong type of comb. The coloring and tail just remind me of a Partridge Wyandotte. Or, it might be a mix.

Nope, not a pullet. Pullets of the partridge color pattern would look a lot different. He's a cockerel.
