Rooster or hen

this poor chicken is being chased by the others. More so every day. I have 2 roosters and 9 hens. So I thought. I'm now wondering if this is a rooster?

Spur buds really don't mean a thing for gender. The large comb, coloring and saddle/hackle feathers are what tells the gender here.
