Rooster pecking at feet and lower legs of his girls?

I have caught my rooster pecking at the feet and lower legs of his girls. He doesn't break the skin. Is this normal behavior or something I need to do something about? If not normal what suggestions do you have?

Wow! A roo with a foot fetish! And here I thought such wierdness was limited to humans!

I haven't seen any bugs. The girls were loosing feathers on their bottoms and backs so I did a full cleaning of the coop, nests, etc. and dusted everyone and everything. Now I see him pecking.
