Rooster problems

We hatched out 9 chicks from our chickens eggs and they are big enough to enjoy some outdoor time. I have them in a small cage and in the day we let them run outside while we are with them. The problem is sometimes our rooster tries to peck them. The hens could care less, but he will come over and watch them for a while and then try and peck (occasionally). Is this normal?

As long as it is not excessively aggressive, it is no problem. He is simply informing them of his position at the top of the pecking order.
