I have a four month (almost five) EE rooster who is starting to grab at my hens necks and chase them around the yard. Are they fighting or is he trying to mate?

Unfortunately, the poor girls are on the receiving end of a young Cockerel learning to get a hold to mate. Keep a close watch on your girls for collateral damage depending on your Roo vs Pullets/Hens ratio.
Sometimes, he will pick a favorite girl only to wear her out, leave her neck bloody and featherless.
The good news is, they sale aprons for her.
