What are these new fluffs growing on my young rooster? More saddle feathers?

I've never seen that before. It could be his down coat

I too have never seen that before, or anything like it. Closer pictures maybe? Dislocated down could be it

I haven't seen this before, the closest I've seen was a hen I had molted in the coldest part of winter, single digits and teens, we had a bad cold snap, her feathers grew in extra fluffy, but not all the way to the fur that yours look like. She had fluffy feathers on her back until her next molt.

Could he be beginning to molt. That looks like his under feathers as said above. I wouldn't worry at all about it. Its probably just his feathers growing in.

Yes, to me it looks like he is molting. He might not go into complete molt though. A lot of times roosters are light molters, they don't go into full out molt.

Maybe he's getting ready for a harsh winter by growing an extra fluffy undercoat?
