Rooster ready at 10 weeks?

I am new to chickens, especially dealing with a rooster. I saw my rooster, which was the smallest of the batch of BOs and still a little smaller than the rest, walk on the back of one of the hens. The hen clucked and made him get off. Is that what I think it is? Isn't it too early for that? He doesn't even act like a rooster, probably because he smaller than the others and one hen seems to be in charge. (A little history..I though he was a she and I saved her..hurt leg...slept alot...smaller than the others....and now she is a roo)
 
He's just practicing. It'll take him a little while to figure how to mount properly and a while longer for the hens to cooperate.
 
Thank you, I'll just chuckle everytime, kinda rude I know, but it's so funny to see the girls be the boss.
