Rooster still hasn't crowed almost 12 weeks old now

That bird is only 12 weeks old. A pullet wouldn't have that much comb and wattles development until she's laying eggs around 20+ weeks old.

So he has actually started trying to crow, well has twice one morning a week ago but hasn't tried again since so I'm not sure when he'll belt it out but he is taking his sweet time.

I know this is a super old post, but on the off chance you check....was it a roo or hen? What breed?

It was without a doubt, a male. Looked to be a Cochin or Marans mix.
