rooster that's supposed to be a hen?!

I got my chickens all as babys, same age, and we're all sexed to be hens! Well about 7 months later I have this guy? Not sure if he is he or she! No crowing yet... but they are all laying eggs, just now sure which one lays which! Any opinions? What breed could he be?

it's funny cause he's also the smallest one out of all my hens!

As Michael stated he is an Ancona pullet. Mediterranean breeds tend to have large combs like that.
 
By 7 months I would be surprised you hadn't heard crowing if it was a boy. That normally starts about 16 weeks. That alone would be enough to say girl for me.

It's neck feathers don't seem to be long and skinny enough to be a boy either but it does have a bit of a boyish look doesn't it. Not enough to say boy though. Amazing comb it's got going on too!
