Rooster too aggressive? Hurting pullets

I have a 1 year old roo. All of my other established flock was taken out by predators. In Feb, I got more chicks and introduced the pullets to the roo about a month ago. He has grabbed ahold of 2 of them now and ripped their feathers out so hard- one had Cartledge showing. Today- he got another one. Is this normal behavior? I've introduce other pullets and roo's together and I've never seen such violence. I'm sure he's fraustrated bc he's trying to mount them to no avail. I'm not even sure they are old enough yet.

The second pic is about a month after the injury... The other question I have is what am I supposed to do with the hanging off flesh of the red chicken?!!?!
 
His hormones are raging with the increasing day length, and the pullets are not ready to mate. I would remove him until the pullets start laying. If it continues to happen, he would then become soup.
 
As you know from your first bird such injuries generally heal quite well. The 'hanging skin' may dry up and fall off or it may become scar tissue. Personally I would not remove it.
 
I hatched him from a chick so I'd hate to get rid of him but we'll see I suppose...
