Rooster with a bum rash,acting mushy and sick.

Our rooster (Tank) . Has been acting weird lately ,like: his neck feathers is fluffed up ,His bum has some rashes,and his poop is comeing out like clear liqued acting sick and mushy and refuses to forage or eat . Is there any way I can help him? I tried washing his bum with warm water and separated him from the others.

He lets me handel him now ,that worries me because he a ,some what agressive rooster.

Would that make him sick to? He never acted like this before ,and he's like a 'leader' of the flock .But we do have some what new additions to the flock and a lot of them were roosters

No they actually are pretty nice to each other.
