Rooster with a bum rash,acting mushy and sick.

How many feeders do you have? Are they not letting him to the feeders so all he is able to get to is water?
We have three rubber bowls and 48 chickens in total but we make small piles of grain on the floor when its feeding time.We also free range
 
Our rooster (Tank) . Has been acting weird lately ,like: his neck feathers is fluffed up ,His bum has some rashes,and his poop is comeing out like clear liqued acting sick and mushy and refuses to forage or eat . Is there any way I can help him? I tried washing his bum with warm water and separated him from the others.

How old is he?
Photos of all of him and his poop may help too.
You mention he refuses to eat or forage - so does that mean he's laying down all the time - can he walk or stand up?
Where are you located in the world?
How many of the 48 chickens are roosters?
What do you feed - you mention grain in small piles on the floor - is that in a coop, outside in a run or ?
Any feed getting wet or moldy?

I would check his crop in the morning to make sure it's emptying.
The scabs on the bum may be from picking. I would put a little triple antibiotic ointment on those to see if that makes a difference.
 
Thank you all for your help I went to bed and woke up to find tank stiff and cold.he is in chicken heaven now and no longer suffering.
