MY OPINION and EXPERIENCE is that a roosters comb was provided by nature to entice and lure female hens to mate long before man tried to domesticate chickens "Gallus Bankiva". They are NOT a radiator like a car has that allows blood to be cooled before running back through the heart. That is a myth being much repeated by rumor. Fowl cool themselves through their FEET and the "Vent" Butt. Air flowing under the wings generally keep fowl cool along with cool dirt. Combs have NOTHING to do with a rooster OR hen cooling themselves. It is a mark of malehood and much like any animal the one with the biggest, healthiest, reddish, tall comb will win the most hens favor in the wild. in captivity the hens have no choice. Male fowl usually fight for dominance under pen. Folks, a lot of rumors will be told about fowl and roosters in particular. Especially the healthcare, medicines and well being. From one end of the spectrum of a person that has NO feelings foe ANY animal to people that think animals are equal in rights and mental abilities to humans. A wise old man once told me when I asked him who was telling the truth about chickens and their care to, "Listen to everyone and then YOU decide who is right because even the most uninformed person knows SOMETHING worth hearing".
