Rooster with possible parasites

We spotted these little rice things on our rooster. Are unable to remove them without making him bleed. Are ththey parasites? If so, what kind are they and how do we treat them??

Gosh, it’s hard to tell what that is, even with your fabulous photos. The black specks look like peck marks. Not sure about the rice things. Are you thinking larvae of some kind? It wouldn’t hurt to treat with permethrin, but I’m not sure that’s what it is. Do they move? Or could they be eggs?

I don't know, they seem attatched to him. He's the only one we've seen it on so far thought...
 
It looks like comb crud. Those kind of combs with the nooks and crannies loves to collect and build of chunky debris. Its gross... but I bet if you the rounded tip end of a bobby pin it will scoop right out. Try it and see! Take that Dr. Pimple Popper!

We've tried tweezers to pull it out. It held fast like it was latched on. Though we can try the bobby pin if we find one.
 
If it's not comb crud like @HaliefromSC states, it could be Favus, a fungal infection. Treatment is miconazole cream, apply until it completely disappears. Wear disposable gloves when applying it. It is contagious to other birds and humans.

Hmmm. He's the only one that has it so far. We can look at the others though.
