Rooster with short feathers on head

Hello everyone!

So I have a bit of a mystery going on with my blue Ameraucana rooster.....

He's in great health all around, about 1 and a half years old. He's always had I guess "normal feathers" on the back of his head, until later in the winter. It looks like his feather have been chopped off or trimmed. It's very odd. At first I thought maybe an odd molt? But it's been like this for almost 2 months now! And it's only on the back of his head.

So I have got no idea what's going on and how to fix it! I need his feathers to go back to normal for shows soon! I've attached some pictures below, sorry that they're not the best quality. By the way it was raining when I took the pictures. But any help is greatly appreciated. Thanks!

Do you own any other roosters? Looks like the feathers are being broken, not molting.

We have no other roosters that can have any contact with him. But I agree it looks like broken feathers, but I have no idea how or why they aren't growing.
