Rooster won’t open eyes/eyes cloudy

I would agree that if his eyes looked like that when you got him, they should not have sold him to you. Quarantining any new bird from an existing flock is helpful in not bringing in a disease. Could he have had his eyes pecked since they also tore off his earlobe? If you cull him, it might be a good idea to have the state vet do a necropsy to look for Mareks or whatever is wrong. I do not get birds from other people anymore, only baby chicks from a hatchery or feed store because of the threat of bringing in diseases. People can be either unaware or just dishonest when selling chickens.
 
was donated to us about 4 days ago, and for the past 2 days has been acting like he is in the photo; very lethargic, opens his eyes less and less, doesn’t eat or drink

His ear love is scabbing over now, both of his eyes are cloudy unfortunately, and his eyes were fine when we got him. He is still walking around, eating, drinking and preening, but his eyes are mostly closed except for a few moments.

We definitely suspected Mareks from just about the beginning of his sickness, but we held out hope that he was just fighting infection from the ear wound. It took a while for his eyes to look like this. From what I can tell he is completely blind though.
On August 29th (last Thursday), you posted he was "donated" to you 4 days prior. It seems he became ill 2 days after you got him, so you've had him for 10 days (give/take a day or so).

Why was he "donated", do you operate a rescue or???

His eyes were fine when you got him 10 days ago? I don't think Ocular Marek's progresses that rapidly, but I can't say for sure.

I'd be inclined to say he was not well when you got him.
