rooster?

This little guy is about 12 weeks old. I have been thinking that he is a rooster however his comb and waddles haven't been getting any bigger over the past couple of weeks. I am very new to the world of chickens and am unsure how to really tell. I welcome opinions on whether you think it is a rooster or not. Thanks

Rooster, and if you look at its back near the tail, you should start to see saddle feathers coming in soon.

Appears to be a Red Sex-link or other mixed breed rooster--that comb is well developed, the legs are thick, and I think I see pointed sickle feathers.
