21 weeks is just over 5 months old. I wouldn't start to panic until 8 or 9 months. Depending upon breeds used to produce these girls; some 'reds' mature earlier than others, and some have taken a good 9 months for me.

Oh wow! Thank you. Nine months is going to feel like forever!! One of them is starting to get really red in the comb and ear lobes.

They're probably looking at their comb/wattle development. I'd look for them to start squatting. All of mine picked up that habit very close to point of lay.
