roosters wearing out hens

I have 2 roosters and 16 hens. One hen is bald on her saddle and one hen is bald on her head from the aggressiveness of the roosters.
1. Is there something I can put on the bald areas? It is not inflamed just featherless, but, especially for the head bald one it seems to make it a target for more damage.
2. And is this really too many roosters per hen?
3. If I get rid of one rooster will the other tend to be less rough on the hens since he has no competition?
