I was curious to ask if you can propagate lavender plants by shoots like you can with raspberry and other types of berry bushes?

Also lavender is difficult to grow from seed. So this influenced why I'm asking about it, or other easier or more for sure means to sprout them?

I get that lavender isn't a berry bush also. But it seems like there might be other plants that you can harness the shoots from. And this seems valuable, but I don't know what others you could do this with other than berry bushes.

Thank you.

I don't know about lavender specifically.

But I do know that many plants can be grown from cuttings. For example, I have successfully done tomatoes and basil.

In general, if it has a stem that can grow other stems, there is a good chance it can grow roots too. I would say to try it and see :)
