RR with bare, red neck

Can you help me figure this out?

This RR has had a naked neck for a while. Today, I just noticed how red it is. And it's like her waddle has extended down her neck and the same texture it seems. She's also missing feathers around her face. I haven't noticed any excessive itching/scratching. No wheezing or coughing/sneezing.

Have you noticed her having issues with any other hens? Someone may be pecking the feathers out while you're not looking.
 
I haven't seen anything but it's possible. I have 3 RRs and they are all bossy and aggressive. One more so than the others, and I saw her pecking at one of my EEs
 
I will say her neck isn't bleeding or sore looking. It really looks like the waddle. It's like she's balding and not molting.
Can you catch her? I'm wondering if there's mites or lice causing issues. Mites are dark specks and lice are white.

Also, is she laying eggs okay or has she/the flock slowed down on production?
