Rubbing feathers of neck

One of my chickens is rubbing her neck I think on the side or edge of the water cup She’s eating. And healthy

I can't say that I've seen or heard of this before, but have you checked her to be sure she doesn't have mites? I presume she's trying to itch there for some reason.
 
Do you mind getting a picture of your waterer?
I don't think it's rubbing, it looks more like feather plucking to me. Have you ever seen her or another flock member pick there?
How's your weather like?
What's their diet?

this the same style. and I only have two chickens the other is less dominant and has not pecked at her at all. sometimes when i go out in the evening just before they roost she will have her neck or head resting or on the water cup. I'm in Phoenix AZ its hot and this has been a really hot summer. but i bring frozen water trays and watermelon most days and they have real good shade

I've not seen mites on either chicken no scratching seen. I'm wondering if maybe she's staying cool from the really hot summer by putting her head in the water but i only see her resting on the water cup at night. she also has not gone to roost every night even though i have the doors open to get air in the coop at night she is eating and laying
 
diet is layer crumbles and some meal worms as treats lettuce stumps and watermelon as occasional treats
 
In my opinion, I think she could be plucking herself due to the heat and being hot.
I have an Easter Egger who plucked out some of her beard this summer. 😂
 
Is that the only water station you have?

Those fill up o.k. ish but if it's really hot and she's resting on the water station, then provide your girls with a bowl of water so they can drink deeply. I like to use rubber livestock bowls, easy to clean and virtually indestructible.

Those little cups take time to fill and don't really hold enough water to satiate a full grown hen, imho. I have a couple of those for Quail and one Quail hen can drain the cup dry in one sitting.
