I agree the New Members Introduction thread is the best way. You don't have to be very chatty just, give a sincere "welcome to........" If they post photos, you can comment on that. Do they really require 250 posts? I think that's more than a bit excessive.

50 posting you e been a member for a year 250 and a member for 6 months
 
That's my goal to just keep commenting on things. I've met a lot of great people and gotten a lot of great info
