Rumpless Black Sex Link?

Hey you guys,
I have a 6-7 week old black sex link pullet that has no tail feathers yet. When I got her from the feed store, she had barely any feathers growing on her back and wings. Her cage mates were more feather advanced. Im sure she definitely had her feathers plucked by the cage mates. It took almost 3 weeks to feather out nicely except for the tail feathers. Is it possible that her tail feathers won't come in? Or is it that it's gonna take longer for tail feathers? Below are pics of her over the last 4 weeks.

I see small sprigs coming in, so I think she will eventually get a tail. They are slower to grow those in as they are bigger feathers.
