For the run, could it go on top of an existing, older deck? So they chickens would be walking on the deck.

I wouldn't do that. If you aren't using the deck or it's old and needs to be removed or replaced, remove it and put them on the ground.
They like to scratch the ground to look for bugs, to dig holes to dust bathe in and to lie in when it's hot out.
I have mine on the ground with a layer of wood chips to help with composting the poop load.
This is my run.

They really only use it during the winter and inclement weather. Or when they have to get locked down after a predator attack.
Otherwise, they are out in their 1/3 acre pen.

How far out don't extend the hardware cloth? And does it need to go under the ground?

I went out between 18 and 24" and pinned it on the outer ends and just let the grass grow through it.

Would a foot work as well? I dont have room. For 18 to 24 inches in the area I'm looking to build
