If the bird has saliva or mucous around any of the mucous membranes of the face, particulary the eyes, it probably has infectious sinusitus also called infectious coryza. It's caused by a hemophius bacteria and is almost impossible to get rid of or cure.
Usually picked up at waterers an infected bird has been using or drinking from a pool of standing water. It won't kill the bird but it's face is affected by it and can cause blindness in one or both eyes.
If it's just a sneeze and a cough, then the gape worm would be a likely suspect. Birds catch gape worm by eating the eggs or a bug that is infected with the worm's eggs, usually by ingesting an infected birds droppings.
Antibiotics and a worming is recommended.

what type of Antibiotics and if the poo is wet and black does that mean that it has gape worm

Don't know what's available in Singapore but here in the US, Tylan, Baytril, Aureomycin, Oxytet, Terramycin, Oxytetracycline, Tetracycline, and Pennchlor64 are commonly used antibiotics. Ask local poultry producers in your area what antibiotics they use.
