Runt chicken?

Back in March I got 8 brown leg horns. All hens and all healthy. One looks developmentally behind. Signifcantly smaller. Short tail and neck looks different. Any ideas? Pictures of normal chicken and then possible runt below

Is she eating normally, or could she possibly be denied access to the food by bigger pullets? If nutrition isn't the issue, sometimes they just grow at different rates - she may yet catch up, or she may just remain smaller. I have two BLs now, and one is smaller than the other. I encountered the same thing with two Buff Orpingtons.

They're nice-looking ladies!
