Runt! Closed eyes! wet bottom feathers! What to do?

My family and I just bought three chicks for Easter. Two of them are healthy, but one seems to be lagging behind. This one is a runt, or may just be younger than the others. Its belly feathers are still wet, and it keeps its eyes closed. The few times that it has opened them, it was able to open both eyes. Please, I'm not sure if something is wrong with my little chick or not. Please help!
 
Are they under a heat lamp? If they are very young they need to be kept at about 95 degrees. Wet feathers? From what? You need to dry that baby out. Wet chicks can die very easily from being chilled.
