Runty chick allowed to roost the highest?!

Is it odd that the smallest chick (3 weeks tomorrow) is allowed to roost/sleep in the highest spot in the brooder?!

It's always like the small ones are trying to prove something. The littlest one in my flock is always determined to be the first to explore dangerous places and jump onto high things.
