I wouldn't worry as much about humidity now as I would about temperature. If you've been running without a fan at 95-99, that's not high enough. Still-air incubators need to run a little warmer than forced-air ones with a fan do. Still-air needs to be 100-102 (taken at the top of the egg).

Since you have a few days left (plus I think you will go a few days past 28, since the temp has been low) I would try to GENTLY bump up the temp. Just a little at a time.... those incubators are picky! So do a tiny adjustment, wait at least an hour before you bump it up any further. Try to get it up to at least 100-101.
But remember, too cool is better than too hot. So don't go too high.
