Safety hole

So I have an egg that is not moving, not peeping but is externally pip I'm on day 20
I'm wonderful if I should make a safety hole or when

I dont think the mebraine is broken yet though
 
I have incubated once before and currently am incubating but didn't have a hatch on the first time. I did, however, go through a phase of researching for hours and hours everyday. From what I've heard, you don't need to make a safety hole if it has already externally pipped. A safety hole is only made if a chick has internally pipped but can't break through the shell and it needs oxygen. Also, hatching is supposed to be quiet because the chick is resting and all sorts of important things are happening to it. I wouldn't worry, it just takes time. The chicks rest A LOT after they externally pip. The chick is busy absorbing its yolk and the rest of its blood supply getting ready for phase 2. It can take as long as 12 hours before it starts phase 2 which is the zip. The zip should move along quite quickly. Its a huge effort for them to zip around that egg and push their way out. Leave the egg alone for now and let that chick do its thing. When did the external pip happen?

What is a safety hole for, and how big do you make it?
